Does this require that you pedal to get it started? I'm disabled and have a very limited range of motion and a prostatic leg below the knee and it doesn't allow me to bend the knee enough to allow me to pedal this etrike.

You do not have to pedal to get the bike going. There is a thumb throttle and all you have to do is push that down and the bike will go. You can use the full-throttle only.
